Budget and Procurement Support

The underpinnings of most initiatives require financial consideration ranging from budgeting and funding approval through procurement and expenditure monitoring.  Winbourne and Costas has familiarity with a broad range of these requirements in both the public and commercial sectors.

Budgeting: We have developed budgetary numbers for many of our initiatives to support the review and approval process required for these programs.  These assessments have included not only acquisition and implementation costs, but operational and maintenance costs as well.

Financial Analysis: Our financial analysis engagements have included the performance of in-depth cost-benefit analysis of major technology projects as well as ongoing project cost monitoring activities, including value engineering tasks.  We have also evaluated on-going maintenance and technical support activities.

Audit Support: In several cases, prior to an audit we have been brought in to trace expenditures back to original source documentation, help collect supporting documentation, and organize it for use by the auditors. We have also come in after an audit to follow up on and help resolve open issues and remediate process deficiencies.

Procurement Support

We provide a broad range of services in support of procurements.  From our experiences, we understand the regulations and nuances of government procurements.  These experiences include:

  • Procurement process analysis
  • Development of technical requirements and statements of work
  • Cost estimates
  • Procurement requests and other procurement documentation
  • Budget analysis

These activities have been in support of a broad range of procurements and purchasing services with products ranging from clothing and protective gear to building maintenance, furniture, furnishings, air conditioning, electrical, janitorial, and roofing as well as technology to include security systems, voice recording system, computer equipment, telecommunications, radio communications computer services, and services, to preparing standard operating procedures and training services.

Bid Specification Development:  We have developed bid specifications for many jurisdictions for public safety systems.  Often as a part of our work to specify the requirements of a specific solution, we are also asked to support the creation of of the bid specifications and the RFP (Request for Proposal) package.

Funding Alternatives: Our support has also included costing, grant funding identification and preparation, and developing procurement strategies to include selection criteria and weighting factors.  We have supported a wide range of pubic safety grants programs including COPS, UASI and DOJ funded grants, and are familiar with the current sources and guidelines for managing the grants.  We have prepared grant applications as well as prepared for audits of grants programs, successfully.

Asset Management: The Winbourne & Costas, Inc. asset management approach is to assist firms and governmental entities in developing and deploying financial and real estate strategies that improve corporate performance and create value.     Project Highlights:

    DC Metropolitan Police Department Office of Quality Assurance

    Winbourne & Costas, Inc. was engaged by the Washington, DC Metropolitan Police Department to provide technical contracting support services to the Office of Quality Assurance. We prepared procurement documentation to include technical requirements, statements of work, procurement requests, and budget analysis and reports. Products range from complex technology and software products to components and clothing items.
    Our services included preparing procurement documentation to include technical requirements, statements of work, procurement requests, and budget analysis and reports for complex technology and software products to components and clothing items. Our service provided critical operational support to the Metropolitan Police Department. Our personnel conducted approximately 100 procurement actions during the duration of the project.
