The City of Peoria, AZ, contracted with Winbourne & Costas, Inc. to provide Public Safety Computer Aided Dispatch and Records Management System (CAD/RMS) replacement consulting services. The project entails developing functional and non-functional requirements, and a Request for Proposal (RFP) to replace the Police Department’s existing SunGard Public Safety Automation System. It includes conducting site visits and stakeholder interviews to identify and document operational and technical requirements; assisting the City in developing an RFP for the replacement system; identifying an appropriate vendor solicitation list; and assisting in the procurement and selection process. The City’s goal is to replace its legacy CAD/RMS system with a state-of-the-art integrated Public Safety technology platform within the next two years.

Successful 911 Cutovers & Migrations
Winbourne & Costas, as part of its comprehensive suite of Public Safety Answering Point (PSAP) consulting services, assisted Fairfax County, VA, Kane County, IL, and New York City successfully migrate into new 9-1-1 Centers.

Fairfax County, VA
For Fairfax County, Winbourne & Costas assisted in transferring call taking and dispatch operations from the old Pine Ridge facility in Annandale – to the state of the art McConnell Public Safety and Transportation Operations Center, and the simultaneous cutover to a new computer aided dispatch (CAD) system. Winbourne & Costas participated in the design and technical build-out of the facility, as well as the requirements, gathering, procurement, selection and implementation of the CAD system. The county’s 9-1-1 Center is a nationally recognized public safety communications center, one of the 25 largest in the United States and the largest in Virginia. It receives and handles approximately 2 million calls per year.

Kane County, IL
In August, Kane County, Illinois’s 911 Emergency Communications Center was successfully relocated to its new facility on time and under budget. Winbourne & Costas provided migration management services to lead this crucial effort through to a most successful conclusion. The 911 Center's move from the old Sheriff's Office to the Kane County Government Center Complex was a critical milestone for the County as it continues to advance the capabilities of this critical cornerstone of public safety service for the County's large and growing population of nearly 500,000 residents. With meticulous planning and by leveraging its back-up site as well as the County's network infrastructure, 911 operations were successfully transferred to the new facility in two days, August 10 & 11. The County’s Office of Emergency Management and its EOC were also located to the same facility. The total cost of the relocation for both operations was economically achieved for under $1.5M.

NY City, NY
Winbourne & Costas also played a pivotal role in the successful migration of three FDNY Fire Dispatch borough operations into the new PSAC in New York City. Winbourne & Costas provided Quality Assurance for the cut over plans which included migration to a new radio system, technology upgrades to multiple dispatch systems as well as relocation of personnel from three separate dispatch centers to the new PSAC. Winbourne & Costas also provided subject matter expertise throughout the build out as well as quality assurance during the actual cut over events. Winbourne & Costas continues to provide SME as well as Quality Assurance for the pending relocation of Emergency Medical Dispatch to the new site which includes EMD operations for the entire City of New York.

WASHINGTON, D.C., August 21, 2009—Winbourne & Costas, Inc., announced today that it was one of 34 companies awarded a five-year, indefinite-delivery/indefinite-quantity (ID/IQ) prime contract by the Department of Homeland Security (DHS). The US Department of Homeland Security awarded Winbourne & Costas a GSA MOBIS contract to conduct an audit of the Enhanced Driver’s License Program EDL Program in New York State.

March 2009

Winbourne & Costas was awarded a contract for Consulting and Technical Services II (CATS II) to provide information technology (IT) consulting and technical services for the State of Maryland Department of Information Technology (DoIT). Our firm will be providing IT management and business process consulting services to state agencies on a task order basis. IT management services Winbourne & Costas will provide include: IT enterprise architecture, systems review for architectural consistency, strategic planning assistance, project management services, Master Contractor assessments and risk assessment analysis. Our business process consulting services may include streamlining business processes and the development, implementation and support of process improvements to eliminate redundancy; increase productivity and reduce cost.

FEMA awarded Winbourne & Costas a contract to provide audio, video and video teleconference system design, implementation and support across the entire agency agency. The contract is an IDIQ with a base year and 4 - 1 year options

February 2009

As part of IBM’s team, Winbourne & Costas will participate in the United States Citizenship and Immigration Project, providing technical and other support to modernize the USCIS technical systems and architectures. Our firm is also part of IBM’s very successful implementation of systems at the US Customs and Border Patrol and is additionally a member of IBM’s Department of Homeland Security Eagle contract.

Kane County has recently contracted with Winbourne & Costas to provide a migration manager to lead their efforts to relocate their 911 center to a new facility. 911 and the Office of Emergency Management will co-locate at the new facility. The project entails reconstruction of the floor space to support the 911 operations and administration, with major re-work of the existing electrical and mechanical infrastructure, the acquisition of some new technology and relocation of much of the existing telephony and radio equipment.

January 2009

Fusion Center for the State of Nebraska
The State of Nebraska awarded Winbourne & Costas, Inc. a contract to provide consulting services required for the design and implementation of upgrades to the Nebraska Fusion Center to ensure connectivity of participating public and private entities in the fusion process. During the engagement, our firm will visit other state fusion center and determine best practices used regarding applications and operations and culminate in the delivering RFPs for the State of Nebraska to purchase software, hardware, and other required items to upgrade their center.

Winbourne & Costas, Inc. was awarded a contract to provide the City of San Antonio, Texas with this proposal to provide project management services for San Antonio to initiate its e-Citation project. Tasks include providing facilitating the Project Team, Public Safety Department End-Users, and internal Stakeholder Groups/Committee, establishing, developing, and implementing all PM plans and performance standards for the project, facilitating meetings between user groups and the vendors and providing subject matter expertise to the City’s project manager for the two projects

The 9-1-1 Industry Alliance or the 91A is an association composed of leading manufacturers and service providers to the 9-1-1 industry. The 91A represent’s the emergency communications industry in the development of emergency technology infrastructure and policy for the good of public safety and the public it serves.logo for 911 alliance
