Winbourne & Costas was engaged by Kling Stubbins to serve as the technology consultant for the planned Clarence E. Lightner Public Safety Center in Raleigh, NC. The Center, recently approved by the City Council, is planned as a 17 story building . The Center will house Police and Fire Department headquarters, the Wake County-Raleigh 9-1-1 center, the Wake County Sheriff’s Dispatch Center, the City-County Emergency Operations Center, the City’s Traffic Management Center and Raleigh’s City government Data Center.

Winbourne & Costas was awarded a contract to coordinate the development of detailed specifications for the Roanoke Valley Virginia, Law Enforcement Data Sharing System. Our team is working with local law enforcement agencies to design a new data sharing system that will leverage information contained in existing agency Records Management Systems to improve their ability to prevent, respond to, manage, and analyze situations threatening the safety and property of citizens. The specifications will be compliant with all Federal, State and local regulations including the Federal Global Justice XML exchange standards. Winbourne & Costas will also develop a governance model and plan to govern the overall administration, operation, and technological matters related to how the resultant system should be administered and managed.

Winbourne & Costas was awarded a contract to provide Project Management and Implementation Support for the Fairfax County Virginia, Fire and Rescue Department’s new Electronic Patient Care Reporting System. The new system includes hardware and software that will enable field units to capture, access, and wirelessly report all pre-hospital patient, clinical QA, and system information on Tablet PCs. The system will integrate with CAD, billing and other related agency systems to reduce redundant data entry, and improve accuracy and overall efficiency of the documentation process.
Fairfax County is the largest jurisdiction in the Washington, D.C. metropolitan area. With 1226 full-time and 296 volunteer employees, the Fairfax County Fire and Rescue Department provides emergency and non-emergency services to protect the lives, property, and environment of the Fairfax County community.

Winbourne & Costas was retained by IMI, Inc., Valhalla, NY, to perform services related to the movement of a large data center belonging to an education institution in Manhattan. Services provided will include providing budget estimates for the move and a high level technical approach to move the applications to the new site.

The Unites States Department of Commerce awarded Winbourne & Costas a task order to continue to provide Certification and Accreditation services for Commerce and Commerce Operating Agency applications. Winbourne & Costas began this effort in April 2007

Fairfax County PSTOC Support - Extension
Fairfax County has extended Winbourne & Costas’ IT project coordination & support tasks through the fall. The PSTOC is currently planned to be operational in July of 2008 and incorporates extensive telephony, audio visual, and radio systems as well as a number of other technological components essential to support the operations. When operational, the PSTOC will accommodate the Fairfax County 9-1-1 center as well as the Office of Emergency Management and the County’s Emergency Operations Center. An adjoining building will house the County’s Forensics group. Additionally, the PSTOC will also house VDOT’s northern Virginia Smart Traffic Center and the Northern Virginia State Police call center . Winbourne & Costas will continue in its role of supporting the requirements, design, procurement and installation of these technologies.

Fairfax County, VA awarded Winbourne & Costas a Purchase Order using its Information Technology Support Services to assist the County in procuring and implementing an integrated Public Safety suite of software services. This project includes the purchase and implementation of a new Computer Aided Dispatch system a new Police Records Management System, an Emergency Medical Dispatch handheld Patient Care Reporting system, and a Fire Records Management System. This project is a multi-phased project, and began in 2005 with a requirements gathering and RFP development process. Winbourne & Costas will provide the County negotiation support and Subject Matter Expertise, as well as Project Management throughout the project’s implementation phase.,

Winbourne & Costas, a subcontractor to Gartner Group, was tasked to help constitute a project management group to assist to facilitate the project tasks in conjunction with Phase I of its ECTP implementation. This project, which began in 2004 is a multi-phased project and involves the modernization of New York City’s E9-1-1 facilities and operations.
The Kane County (IL) County Commission voted for final approval regarding Winbourne & Costas beginning a Public Safety Answering Point and communications study for the county. Winbourne & Costas was preliminarily selected by the County in March of 2007.

Kane County, Illinois has selected Winbourne & Costas, Inc. to conduct an analysis and review of the Kane County Sheriff’s Office Public Safety Answering Point with comparisons and reviews of other Public Safety Answering Points and radio communications in the County in order to determine what option the County should pursue to provide quality emergency communication services. The study will address next generation 9-1-1 technology and meet emergency communication needs on all levels while doing so at the most efficient cost. Final approval from the county is pending a spring meeting of county officials.
The US Government Service Administration has awarded a five-year extension of its Mission Oriented Business Integrated Services Contract (MOBIS). Winbourne & Costas, Inc. offers Consulting, Facilitation, Program Integration and Program Management using this contracting vehicle and has current MOBIS contracts with the Department of Commerce and the District of Columbia.

The US Department of State has awarded Winbourne & Costas, Inc. a task order regarding planning and conduct additional tasks related to its assessment of public safety technology and infrastructure in the Kingdom of Jordan. The firms’ assessed E9-1-1, radio communications, emergency management and command centers. Winbourne & Costas, Inc. completed its initial assessment in November of 2006.

Fairfax County and the Circuit Court have awarded Winbourne & Costas a contract to assess its IT organization. The Circuit Court is in the process of implementing significantly enhanced systems and needs to ensure its organization is structured to lead it through these major initiatives while maintaining a superior level of operational support over the next 3 years.
